During the 3rd meeting of South-Mato Grosso Association of Swiners (Asuma), which is part of the Expogrande 2025, Secretary of State for the Environment, Development, Technology and Innovation Mato Grosso to Sul, Jaime Verruc competitive. Strategic, which will connect Brazil with the ports of North Chile, passing through Paraguay and Argentina.

During the Leadership Meeting III Asuma at Expogrande 2025 secretary Jaime Verruck emphasized the urgency of the above -average customs treaty for the bioceanic route, which will connect Brazil with portions of Chile, through Paraguay and Argentina. The route aims to export products of high value, such as animal protein, and depends on the harmonization of customs regulations. IDB has already provided funds for consultations that will help create a common customs model. It is forecasted that the work is ready in two years, focusing on the creation of legal milestone to transform the logistics and the economic profile of the region.

“We are currently focusing on customs.

According to the secretary, the effective life of the road depends on the harmonization of customs regulations between the involved countries. To this end, the model would be similar to the Paraguay-Pararaná waterway model, which in the past also required a specific treaty.

“We will have to create a treatise on the bioceanic route, so that it is a supranational law approved by Senates of every country, and from then on to suspend new customs regulations,” he explained.

Currently, sanitary problems and bureaucratic barriers are significant obstacles. As an example, Verruck cited the import process via Corumbá (MS), where sanitary inspectors operate only three times a week in Porto Sco, limiting operations. “Imagine this challenge when we think about all other countries on the route,” he warned.

According to the secretary of Bank Międzykierakanian Development (IDB), he has already provided resources for employing specialized consultations that will help design a joint customs model between countries.

In addition, research from the Institute of Applied Economic Research (IPEA) is used to analyze the competitiveness of products. Animal protein stood out in this study, with the strong potential of logistics and tariff profit.

“Chilean ports are 39% cheaper from a tariff point of view and time The journey is 16-17 days smaller than through the Panama Canal. However, we must overcome the bottleneck of bureaucracy so as not to lose this advantage – he said.

Transport was another challenge. “None of the countries of the route allows the Bitren’s circulation, which are a Brazilian invention. The truck passes through Andy, but not the battle. It must be a truck with three axles,” he said.

Verruck also emphasized the strategic role of Paraguay, which intensively invests in road infrastructure, especially along with the construction of the new Carmelo Peralta route to Pozo Hondo, exceeding Paraguayan Chaco. According to him, this region becomes an important productive center, with a potential extension of agri -industrial integration on the route.

The formulation of the consolidation of a customs treaty is conducted by the Ministry of Foreign Affairs in Brazil, with the support of other bodies, such as the Ministry of Planning and IRS. “It is not easy to coordinate this topic, many ministries are at stake. But we have a dedicated group, working 24 hours a day,” said Verruck.

Infrastructure work from the bioceanic route is expected to be ready in the next two years. Until then, the main goal of the Mato Grosso government to SUL will be to ensure the necessary legal framework for the path to fulfill the promise of transforming the logistics and economic profile of the region.
