Newsom has previously said that he would try to protect the state from Trump’s customs plan that goes directly to global business partners and is looking for exceptions, although it is unclear how he could apply for international agreements with foreign partners.

California plans to claim, as in previous measures, that IEPA does not give Trump authority to introduce customs duties and that its documents violate the law in the absence of congressional approval, according to the news declaration.
